Cortaro Farms/Magee Road: Thornydale Rd. to La Canada Dr.

The Pima County Department of Transportation is seeking an artist or artist team to participate in an 18-monthtransportation corridor study. The study area is Cortaro Farms/Magee Road from Thornydale Road to La Cañada Drive. The selected artist will serve as a planner for public art along the entire corridor. The artist will work collaboratively with DMJM Harris, the lead transportation engineering consultant and an interdisciplinary team.
This corridor study is part of the Regional Transportation Authority’s voter-approved twenty-year plan for major corridor improvements and is a high visibility, high accountability project. The expected future improvements to Cortaro Farms/Magee Road include widening the roadway, adding a median, landscaping, and providing bike lanes and sidewalks. Intersections will be improved; alternatives for the off-set intersection at Magee and La Cholla will be considered.
The corridor study will be conducted over an approximately 18-month period and will include project team meetings and several meetings with the Community Advisory Committee (CAC) and the general public. The products of the study will be an engineering Design Concept Report and an Environmental Assessment and Mitigation Report, both of which will include the artist’s Public Art Master Plan. The Plan will include descriptions and conceptual illustrations of public art themes and potential art elements and locations.
This corridor study will be followed by an 18-month design study for the new MageeRoad/La Cholla Boulevard intersections. The final designs for public art elements to be located in proximity to this intersection will be developed during this phase. It is anticipated that a new Call to Artists will be issued to select an artist to design and produce artwork for this and subsequent design and construction phases. The artist participating in the 18-month corridor study may apply for the design phase commission and future commissions for the Cortaro Road/Magee Road project. Actual construction of the improvements is expected to begin in approximately 2011 and be phased for a period of ten to fifteen years.
Budget: The budget for this project, including public art planning, will be negotiated upon selection of artist. The estimated cost to complete this scope of work is between $15,000 and $24,000.
Opportunities: Opportunities for art could include, but are not limited to, screen or sound walls as needed, freestanding artwork, sidewalk, intersection, and wash crossing treatments. No cohesive themes have been developed at this time; however artwork is currently being designed for Cortaro Road west of Thornydale Road. Public artwork exists along nearby roadways including Thornydale Road, Shannon Road, and La Cholla Boulevard and will be designed for La Cañada Drive.
Expectations and Deliverables:
- Participate with design team and community as required
- 6 Design Team meetings with artist attending in Tucson location
- 3 to 5 Citizen’s Advisory Committee meetings to present and/or research
- 2 to 3 public open houses
- Provide preliminary planning services for the entire corridor
- Determine art opportunities and constraints
- Determine artwork locations and potential treatments
- Consider opportunities for integrated and freestanding artwork
- Identify a menu of concepts relevant for the surrounding communities
- Identify unique opportunities for the multiple segments
- Identify elements generating a conceptually and physically cohesive corridor
- Provide a written Public Art Master Plan with visuals, addressing the above stated expectations
Qualifications: Artists with prior experience in creating Public Art Master Plans are of particular interest; artists whose experience includes having participated in a public art project which included planning efforts to identify multiple treatments and locations, where the project scope may have included actual production, will be considered. The selected artist must have experience in creating public art.
Presubmission Meeting: A Presubmission information meeting for artists interested in applying for this project will be held on Tuesday, May 6, 2008 at 4:00 PM at the Tucson Pima Arts Council in the Lower Level Conference Room. The Art Council’s offices are located at 10 E. Broadway Blvd. on the southeast corner of Broadway Blvd. and Stone Avenue. At the Pre-submission Meeting, the Project Manager and representatives from the Tucson Pima Arts Council will provide additional information about the project.
Selection Process: A panel composed of members of the Project Design Team, artists, an arts professional, and community members will select up to three finalists, based on qualifications as demonstrated through the materials requested below. Interviews with the finalists are tentatively scheduled for Tuesday, June 17, 2008. Each finalist will receive a $300.00 honorarium for their interview. The Tucson Pima Arts Council is unable to pay travel expenses at this time.

Application Procedure: The following materials as listed in 1, 2, 3, and 4 below are required as electronic versions on a CD. All written materials as specified in 1, 2, and 4 below (statement, résumé, and image list) must be submitted on the CD along with one printed copy. Printed versions of the digital images are not required. No application materials will be returned.
- A statement, not to exceed 1 page, of interest and relevant qualifications.
- A résumé or biographical sketch, not to exceed 2 pages, highlighting pertinent experience and which includes a list of Public Art Master Planning projects, including reference or contact, year completed, and if available online, and web address or a list of relevant public art projects with a planning component.
- Eight digital images of your artwork in JPG file format; artists applying as team members may submit four images each. Images are limited to 72dpi and no more than 640 x 480 pixels (no exceptions). High-resolution images will not be accepted. The images should be organized on the CD as individual files and named to correspond to the image list requested below. The JPG file names must include your name, a number, and the image title. A suggested convention for naming the files starts with your last name followed by a number (1-8) and then a brief title of the artwork (Example: Smith-1-Spacelight.jpg).
- An image list, organized to correspond with the image order on the CD, identifying each artwork by title, year completed, medium, dimensions, and a brief description.
