Call to Artists for Public Art - Environmental Art

The Pima County Department of Transportation is seeking an artist to design and create public art to enhance transportation improvements along Magee Road from Mona Lisa Road to La Cañada Drive.  The goal is to create a work of art that relates to the environmental context of the site.  Magee Road will be realigned to follow the Carmack Wash as it crosses La Cholla Boulevard.  The project site includes several acres of desert located on the southeast corner of Magee Road and La Cholla Boulevard.

The Magee Road/La Cholla Boulevard improvements are part of the Regional Transportation Authority’s voter-approved twenty year plan for major corridor improvements. As such, this is a high visibility, high accountability project. The improvements will include the widening of the present roadways from two-lane rural roads to four-lane suburban roads in each direction with paved shoulders, sidewalks, curbs, raised medians and landscaping.

The selected artist will work collaboratively with AECOM, the lead transportation engineering consultant and an interdisciplinary team.  This project will be conducted over an approximately 10-12 month period and will include project team meetings and several meetings with the Community Advisory Committee and the general public.  The products of this phase will include final designs for public art elements to be located in proximity to the intersection of Magee Road and La Cholla Boulevard.  These final designs shall be incorporated into the roadway construction drawings as appropriate.  Construction of the improvements is expected to begin in 2011. 

Budget:  The budget of $200,000 for art must cover all costs related to design, materials, preliminary and final drawings, production, transportation and installation of the artwork, travel, as well as costs for permits, taxes, and insurance that may be required by Pima County. 

Opportunities:  Opportunities for art have been identified in a Master Plan for Public Art for the Cortaro Farms Road and Magee Road corridor.  The Master Plan document and the recommendations contained therein shall be used to develop designs for this project - see pages 8-10 in particular.  The Master Plan is available at http://roadprojects.pima.gov/CortaroMagee/artopportunties.html.
The primary opportunity for art is the area around the new intersection of Magee Road and La Cholla Boulevard including the Carmack Wash.  An environmental theme is desired by the community, defined as that which "focuses on interrelationships between humans and nature and may use natural materials and landscapes to convey meaning. Environmental art may restore damaged ecosystems and landscapes or may simply interpret historical, social, and environmental information.” 

Expectations and Deliverables:  The artist will work with the Project Manager, Project Design Team, and the Community to identify and determine art elements and how to best integrate the artwork into the project.  The artist will create artwork that is integral to the project and reflects the environment and surrounding community, while acknowledging unique features of the project area.  The artist will be expected to attend public meetings to present the artwork to stakeholders and the community.  Deliverables include conceptual design drawings, preliminary design drawings and final design drawings.

Pre-submission Meeting:  A pre-submission information meeting for artists interested in applying for this project will be held Monday March 15 at 3:30 p.m. in the TPAC conference room on the first floor, Room 109 at 100 North Stone Ave (the Pioneer building). At the Pre-submission Meeting, the Project Manager and representatives from Pima County and the Tucson Pima Arts Council will provide additional information about the project.

Selection Process:  A panel composed of members of the Project Design Team, community members, local artists, and a local arts professional will select up to three finalists, based on qualifications as demonstrated through the materials requested below.  Each finalist will receive a $300.00 honorarium for their interview. Travel expenses to be determined at time of finalist selections.

Interested artists without Internet access may obtain a copy of this Call to Artists by calling (520) 624-0595, ext. 10, or a copy may be picked up during regular business hours at the Tucson Pima Arts Council, 100 North Stone Avenue, #303, Tucson, Arizona.  Artists without computer access can call TPAC to arrange use of equipment.  You must provide all paper, etc., needed to complete the application packet. 

 

Application Procedure: the following materials as listed in 1, 2, 3, and 4 are required as electronic versions on a CD. All written materials as specified in 1, 2, and 4 below (statement, résumé, and image list) must be submitted on the CD along with one printed copy. Printed versions of the digital images are not required. No application materials will be returned.

  1. A statement, not to exceed 1 page, of qualifications and interest.

  2. A résumé or biographical sketch, not to exceed 2 pages, highlighting pertinent experience.

  3. Eight digital images of your artwork in JPG file format; artists applying as team members may submit four images each. Images are limited to 72dpi and no more than 640 x 480 pixels (no exceptions). High-resolution images will not be accepted. The images should be organized on the CD as individual files and named to correspond to the image list requested below. The JPG file names must include your name, a number, and the image title. A suggested convention for naming the files starts with your last name followed by a number (1-8) and then a brief title of the artwork (Example: Jones-1-Freeflight.jpg).

  4. An image list, organized to correspond with the image order on the CD, identifying each artwork by title, year completed, medium, dimensions, and a brief description.
